Programme Manager – Waste & Street Services

About the role

The Programme Manager will lead the delivery of transformation programmes across Waste Collection and Street Scene services for North Buckinghamshire. Reporting to senior management, you will shape strategic change, improve service performance and ensure compliance with legislation.

Key responsibilities

• Design, mobilise and deliver major programmes covering waste collection, street cleansing, grounds maintenance, fleet operations and waste infrastructure.
• Develop and maintain programme plans, governance frameworks, risk registers and budgets.
• Identify and implement service improvements and efficiencies to enhance customer outcomes.
• Lead multidisciplinary teams and coordinate with operational leaders, corporate services, elected members and external partners.
• Manage stakeholder engagement, reporting and communication to ensure alignment with council priorities.

Required profile

• Proven experience in managing large‑scale public sector programmes, preferably within waste or environmental services.
• Strong understanding of statutory service delivery, legislative compliance and environmental regulations.
• Excellent leadership, governance and stakeholder management skills.
• Ability to work in a fast‑paced, politically aware environment and adapt working hours as required.
