Senior Commissioning Manager – Adult Social Care

About the role

This temporary senior role will lead the design, delivery and evaluation of commissioning strategies that improve adult social care services for a local government client in Gloucester. You will work closely with heads of commissioning, partners and elected members to shape programmes that deliver value for money and reduce inequalities.

Key responsibilities

• Develop, implement and evaluate commissioning strategies and interventions for adult social care.
• Take ownership of specific commissioning portfolios and statutory commitments, adapting to changing business needs.
• Provide strategic oversight of high‑risk, complex and large‑scale programmes and budgets.
• Design work programmes based on local needs, evidence and best practice.
• Collaborate with internal teams, partner organisations and stakeholders using a systems‑leadership approach.
• Build and maintain relationships with customers, providers and strategic partners.
• Analyse service provision using qualitative and quantitative data to optimise resource use.
• Offer specialist advice on procurement, contract development and contract management.
• Lead horizon‑scanning activities to identify trends, risks and opportunities.
• Prepare business cases, performance reports and committee papers for strategic decisions.

Required profile

• Significant experience in adult social care commissioning within the public sector.
• Proven ability to manage complex programmes and large budgets.
• Strong stakeholder engagement skills, including work with elected members and senior officials.
• Experience in developing evidence‑based commissioning plans and evaluating outcomes.
