Senior Finance Officer (Housing Revenue Account)

About the role

The London Borough of Harrow is looking for an experienced Senior Finance Officer to provide expert financial analysis and business partnering for its Housing Revenue Account. This six‑month contract will support the Council’s housing services, ensuring financial sustainability and informing strategic decisions that affect tenants and long‑term housing delivery.

Key responsibilities

• Deliver financial analysis and business partnering across the Housing Revenue Account.
• Lead the annual rent and service charge setting process, ensuring compliance with legislation.
• Prepare accurate forecasts, budgets and financial monitoring for housing services.
• Support strategic financial planning and long‑term housing investment programmes.
• Produce and present financial reports, business cases and recommendations to senior management.
• Maintain robust financial controls and ensure statutory, regulatory and corporate compliance.
• Analyse complex financial data and provide actionable recommendations.
• Collaborate with service managers to improve financial performance and income sustainability.

Required profile

• Proven experience in a local authority finance environment, preferably supporting a Housing Revenue Account.
• Strong knowledge of HRA accounting, rent setting, service charges and housing finance regulations.
• Experience providing business partnering support to senior stakeholders.
• Excellent budgeting, forecasting and financial analysis abilities.
• Understanding of local government finance and statutory reporting requirements.
• Ability to communicate complex financial information clearly to both finance and non‑finance audiences.
• Qualified, part‑qualified or qualified by experience accountant (CIPFA, ACCA, CIMA, ACA desirable).
