Housing Officer

About the role

Blackwood Homes and Care is seeking a Housing Officer to join its Housing Services Team in the East Region. Reporting to a Team Leader, you will help customers live independently by delivering high‑quality housing and customer service across an area that stretches from the Scottish Borders to Perth.

Key responsibilities

• Support day‑to‑day operations across the East Region, including allocations and management of empty properties.
• Lead tenancy and estate management tasks such as contract management, property inspections, and handling anti‑social behaviour and complaints.
• Contribute to performance standards and targets by managing priorities and making customer‑centred decisions.
• Assist the tenant scrutiny panel and deliver elements of Blackwood’s Customer Engagement Plan, promoting neighbourhood inclusion.
• Utilise the award‑winning digital system CleverCogs™ and support the rollout of the Blackwood House design.

Required profile

• Experienced housing professional committed to a customer‑centred service.
• Proven ability to build collaborative relationships with internal and external partners.
• CIH Level 3 qualification or working towards it.
• Strong track record of priority management, meeting deadlines and achieving targets.
• Willingness to work across a wide geographic area from the Scottish Borders to Perth.

Required skills

• Knowledge of housing allocations and empty property management.
• Experience in estate management functions, including contract management and inspections.
• Ability to handle anti‑social behaviour, complaints and tenancy issues.
• Familiarity with digital housing platforms such as CleverCogs™.
