Interim Highways Planned Maintenance Service Review Lead

About the role

We are seeking an experienced professional to lead an interim review of the Highways Planned Maintenance Service for a local authority in Manchester. The role will evaluate current performance, governance, value for money and resilience, and produce a roadmap to improve customer outcomes across the highway network.

Key responsibilities

• Conduct a holistic review of the planned maintenance function, mapping current processes and performance.
• Identify, develop and prioritise maintenance schemes, ensuring efficient procurement, delivery, monitoring and evaluation.
• Engage with residents, businesses and elected members to ensure transparent communication of plans.
• Implement asset‑management strategies, including condition data analysis, inspections, lifecycle planning and risk assessment.
• Oversee programme development, scheme prioritisation, contract management and construction delivery.
• Ensure health and safety compliance, quality assurance and defects management throughout construction.
• Benchmark against industry best practice and comparable authorities to highlight improvement opportunities.

Required profile

• Extensive experience in highways maintenance and asset management.
• Proven track record delivering local‑authority planned maintenance programmes.
• Strong understanding of procurement, contract management and service improvement.
• Demonstrated ability to lead service reviews and transformation programmes.
• Excellent analytical, organisational and communication skills.
