Operation Strategy Manager – Content Operations

About the role

The Operations Strategy & Planning team at TikTok drives scale, standardisation, and cost efficiency across the Content Operations function. As the Operation Strategy Manager, you will shape the operating model, lead process excellence, and support capacity planning for EMEA content operations.

Key responsibilities

• Define and execute the long‑term operational efficiency strategy for EMEA content operations.
• Design scalable operating models to handle growth in content volume, market reach, and policy complexity.
• Make data‑driven trade‑offs among quality, speed, cost, and risk.
• Own end‑to‑end process design, optimisation, and documentation for moderation, appeals, escalations, and specialised workflows.
• Apply Lean, Six Sigma, and operational‑excellence methods to reduce waste, rework, and latency.
• Deliver continuous‑improvement initiatives with measurable gains in efficiency and quality.
• Develop regional capacity plans, forecasts, and workload models.
• Support budgeting and ROI analysis with actionable insights.
• Coordinate the annual and quarterly OKR planning and reporting cycle.
• Define, track, and improve core operational KPIs such as cost per decision, handle time, and automation rate.

Required profile

• 5+ years of experience in strategy consulting, business analytics, operations analysis, or a related field.
• Strong analytical and problem‑solving abilities with a data‑driven mindset.
• Structured thinker capable of balancing big‑picture strategy with detailed execution.
• Fast learner with intellectual curiosity and a passion for driving business impact.
• Excellent communication and stakeholder‑management skills.
