Rolling Stock Policy Adviser

About the role

The Rolling Stock Policy Adviser will support the development of a Whole System Strategy for trains, depots and infrastructure, ensuring that future rolling‑stock choices align with passenger needs, industry efficiency and environmental goals.

Key responsibilities

• Develop and refine the rolling‑stock and infrastructure strategy in collaboration with Network Rail, DfT‑Operator and other government bodies.
• Identify and evaluate strategic options for rolling‑stock specification, integration with infrastructure and depot planning.
• Engage with industry partners and stakeholders to gather insights and build consensus on policy directions.
• Contribute to the creation of interim and long‑term scenarios for train services, fleets and depot networks.
• Support the Train Service, Rolling Stock and Depots policy team and the Rail Delivery Policy Unit in delivering a holistic Whole System Strategy.

Required profile

• Experience working on rail policy, rolling‑stock, or transport infrastructure projects.
• Strong analytical ability to assess strategic options and their implications.
• Proven stakeholder engagement skills within the rail sector.
• Understanding of passenger‑focused service design and environmental performance.
