Senior Damp, Mould & Disrepair Surveyor

About the role

We are seeking a Senior Damp, Mould & Disrepair Surveyor to lead Harlow Council’s surveying function. You will ensure cases are inspected, diagnosed and resolved in line with statutory duties, Awaab’s Law and relevant housing standards.

Key responsibilities

• Provide line‑management for two Damp & Mould Surveyors and one Disrepair Surveyor, allocating workload and monitoring performance.
• Lead complex inspections, identify root causes and specify remedial actions.
• Ensure case progression complies with Awaab’s Law, HHSRS and council policies, meeting statutory timescales.
• Oversee disrepair cases from inspection through to completion, liaising with legal, repairs, contractors and housing teams.
• Conduct technical surveys, produce schedules of work, risk assessments and hazard reports.
• Maintain accurate records, photographs and updates on council systems.
• Quality‑assure survey reports, contractor recommendations and completed works.
• Analyse trends to reduce repeat damp and mould incidents and advise on preventative investments.

Required profile

• Extensive experience in damp, mould and disrepair surveying within the housing sector.
• Proven leadership and line‑management capabilities.
• Strong knowledge of Awaab’s Law, HHSRS, Housing Ombudsman Code and council asset‑management policies.
• Excellent communication skills for resident interaction and stakeholder coordination.
• Ability to produce clear technical documentation and maintain rigorous case records.
