Change Programme Organisational Development Lead

About the role

This 2‑year fixed‑term position is based in London with hybrid working and supports a local authority’s transformation agenda. You will shape and embed organisation‑wide change, helping to create resident‑centred, preventative and place‑based services that operate seamlessly across boundaries.

Key responsibilities

• Develop and deliver the organisational development strategy that underpins the Council’s transformation programme.
• Design leadership development initiatives that build collaborative, digital and future‑focused leadership capabilities.
• Lead organisational change aligned with the priorities of Reaction to Prevention, Complexity to Simplicity and Surviving to Thriving.
• Drive cultural change toward integrated, preventative and partnership‑based ways of working.
• Build capability in place‑based working, digital skills and adaptive leadership.
• Embed new ways of working, clear accountability and lasting behavioural change.
• Lead change management and employee engagement initiatives that are inclusive and effective.
• Use organisational diagnostics and evaluation to measure impact, realise benefits and demonstrate success.
• Provide expert organisational development advice to senior leaders and programme boards.

Required profile

• A degree (or equivalent experience) in Organisational Development, Human Resources, Psychology or a related discipline.
• Professional accreditation in organisational development, coaching or change management, or equivalent experience.
• Proven experience working within a Local Authority (desirable).
• Significant experience developing and delivering organisational development strategies in complex, multi‑stakeholder environments.
• Experience using organisational diagnostics, evaluation, benefits realisation and impact measurement.
