Commercial Manager – Construction (Public Sector)

About the role

Bovis is seeking a Commercial Manager to join its regional construction business within the Public Sector team, working on a £320m Ministry of Justice programme on the West Sussex Coast near Chichester. The role will be site‑based and responsible for leading commercial activities across a large, complex project.

Key responsibilities

• Lead and manage all commercial activities for the MoJ programme, overseeing a project or a complex section of a large project.
• Procure works in line with the approved strategy, ensuring orders are fully scoped, obtained at best value and correctly contracted within authority limits.
• Liaise with the client team in accordance with contract requirements and maintain coordinated supply‑chain relationships.
• Implement and manage commercial, legal, insurance and risk controls, including OLi and PMTR/PID documentation.
• Produce accurate commercial reporting and contract administration, covering interim payments, change accounts, cash‑flow forecasts, final accounts and overall contract administration.
• Ensure delivery is safe, timely, efficient and sustainable while meeting client expectations and enhancing Bovis’s reputation.

Required profile

• Hold a valid CSCS card appropriate for the role.
• Possess professional construction qualifications or equivalent experience.
• Degree in Quantity Surveying or related construction discipline (desirable).
• Chartered status such as MRICS (desirable).

Required skills

• Proficiency with Microsoft Excel and advanced word‑processing tools.
• Experience using cost‑management software.
• Ability to read and interpret construction drawings and design information.
• Competence in measurement and valuation techniques.
• Experience tendering subcontract packages of medium to high value.
• Capability to prepare subcontract documentation for external engrossment.
• Knowledge of claim management and assessment.
