Commissioning Officer – Adult Social Care

About the role

We are looking for a proactive, resilient Commissioning Officer to lead the strategic development, design and delivery of adult social care services across Day Opportunities, Carer support and Prevention initiatives. Working in an agile, project‑led environment, you will shape a high‑quality care market that promotes wellbeing, early intervention and independence for vulnerable adults and their carers.

Key responsibilities

• Lead and support complex commissioning projects from conception to delivery, ensuring milestones and documentation are met.
• Apply agile project methodologies to adapt to changing service demands and strategic goals.
• Build collaborative relationships with internal teams, external providers, health partners, service users and carers, championing co‑production.
• Identify market gaps, design innovative service specifications and shape local provision.
• Draft and maintain project plans, options appraisals, equality impact assessments and commissioning reports.
• Monitor provider performance, evaluate outcomes and ensure compliance with quality and value‑for‑money standards.

Required profile

• Demonstrable understanding of the adult social care landscape, especially Day Opportunities, Carer needs and Prevention/Early Intervention strategies.
• Strong grasp of formal project management methodologies and ability to manage strict timelines.
• Forward‑thinking, self‑motivated and able to identify challenges early.
• Highly resilient, adaptable and able to thrive in a fast‑paced environment.
• Excellent communication skills, capable of translating complex information for diverse stakeholders.
