Deputy Director, Supply Chain Business Development and Program Delivery

About the role

The Deputy Director, Supply Chain Business Development and Program Delivery is a senior global position within the International Rescue Committee. The role translates strategic health and humanitarian program targets into operational supply‑chain solutions and ensures country realities shape global strategy.

Key responsibilities

• Lead business development for supply‑chain funding, identify opportunities, design proposals and coordinate with institutional and non‑traditional donors.
• Implement strategic supply‑chain initiatives such as pooled procurement, global pre‑positioning frameworks, harmonised delivery models and digital systems across priority country programmes.
• Provide technical support and capacity‑building to country and regional teams, deploying to high‑priority contexts and harmonising tools and SOPs.
• Coordinate with Global Procurement, IT, Finance and external partners (UNICEF, WHO, ECHO, peer INGOs) to align supply‑chain planning with program design.
• Oversee integration of new thematic areas into the global supply‑chain architecture, avoiding fragmentation.

Required profile

• Extensive senior‑level experience in humanitarian supply‑chain management and program delivery.
• Proven track record in business development, donor engagement and securing funding for supply‑chain initiatives.
• Experience working with multi‑donor funding streams and translating program targets into operational supply‑chain solutions.
• Strong ability to lead cross‑functional agile working groups and collaborate with global, regional and country stakeholders.

Required skills

• Supply‑chain planning, forecasting and demand management.
• Procurement, pre‑positioning and logistics management strategies.
• Use of digital supply‑chain tools, data systems and logistics management information systems (LMIS).
• Knowledge of AI‑enabled supply‑chain solutions.
