Fire Safety Manager

About the role

The Fire Safety Manager will join Winchester City Council’s Housing Landlord Services department, working within the Building Safety Team to deliver end‑to‑end fire safety services for social housing. The role combines compliance oversight, budgeting, performance management and resident engagement to ensure safe, compliant housing.

Key responsibilities

• Work with the Building Safety Manager to review fire safety data, key repair information and surveys.
• Create scopes of work that align with legislation, internal teams and resident requirements.
• Manage on‑site delivery of fire safety works, ensuring health & safety compliance, performance standards and effective customer communication.
• Support landlord services by facilitating stakeholder communication and developing resident engagement strategies for planned maintenance.
• Maintain strong relationships with contractors, colleagues and residents to uphold safety standards and the council’s reputation.

Required profile

• Extensive experience in fire safety within social housing or landlord services.
• Strong knowledge of current building legislation and its application to housing maintenance.
• Proven ability to manage budgets, performance metrics and health & safety processes.
• Excellent problem‑solving, decision‑making and integrity in line with council policies.
• Full clean driving licence and access to a vehicle.

Required skills

• NEBOSH certification (or equivalent).
• SMSTS certification (desirable).
• Compliance management training or qualifications.
• Full clean driving licence.
