Organisational Design and Operating Model Lead

About the role

This six‑month interim consultancy supports a public sector organisation in redesigning a key directorate. Working primarily remotely with one day per week on site in Bristol, the role leads a comprehensive review of structure, operating model, governance and processes.

Key responsibilities

• Review current organisational structure, operating model, roles, resources and ways of working.
• Assess capability, capacity, governance, decision‑making, accountability and stakeholder interfaces.
• Benchmark the directorate against best practice in other authorities and public transport organisations.
• Design a future operating model, including strategic and operational functions, governance, decision rights and performance arrangements.
• Develop a future‑state organisational structure with clear leadership, team, job family and accountability arrangements.
• Redesign policies, procedures and business processes to improve compliance, consistency and efficiency.
• Map current and future processes, identifying opportunities for simplification, automation and continuous improvement.
• Plan and lead staff engagement and formal consultation, working with HR and trade union representatives as required.
• Produce implementation, transition, risk and benefits‑realisation plans and support delivery.

Required profile

• Significant experience in a local authority or public transport environment.
• Proven delivery of organisational design, target operating model and transformation programmes.
• Experience redesigning governance frameworks, policies, processes and decision‑making arrangements.
• Successful track record of leading organisational restructuring and transition activities.
• Experience planning and delivering staff engagement and formal consultation exercises.
• Strong knowledge of public sector governance.
