Parish Clerk & Responsible Financial Officer (Home-Based)

About the role

Broughton Parish Council, a rural parish of 1,100 residents just outside Stockbridge in west Hampshire, is recruiting a permanent Parish Clerk and Responsible Financial Officer (RFO) to replace the current clerk who is retiring at the end of 2026. The post is mainly home-based, with about 12 hours per week and the option to work up to 10 extra hours per month with prior authorisation.

Key responsibilities

• Implement the decisions of the Parish Council and provide advice once specialist advice is obtained.
• Ensure the Council meets its legal obligations and responsibilities.
• Prepare meeting agendas, attend meetings and prepare minutes for approval.
• Monitor and balance the Council's accounts, prepare records for audit and VAT, and prepare an annual budget plan.
• Manage information and communications, maintain the website and social media platform, and manage employees and contractors.
• Manage the Council cemetery in line with proper procedures and legislation.

Required profile

• A proven track record in local government or a comparable organisation.
• Relevant administrative and financial experience.
• Sound judgment and impartiality, and the ability to communicate professionally with councillors, contractors and the public.
• A relevant professional qualification (CiLCA or equivalent), or willingness to obtain one within two years of appointment.
• Willingness to undertake relevant GPC training.
• A real interest in the parish and dedication to high-quality service.

What we offer

• Pay of £19.96 to £22.37 per hour, depending on experience; the post is home-based.
