Service Manager - Housing Development

About the role

We are seeking a Service Manager to lead the Housing Development service for Gateshead Council. The role will shape the delivery of new homes, affordable housing and regeneration projects, ensuring the borough meets current and future housing needs.

Key responsibilities

• Lead the delivery, monitoring and continuous improvement of the Council’s Housing Development Strategy and delivery plan.
• Identify and manage risks and issues across development programmes to maintain momentum.
• Develop and implement housing and regeneration strategies, including the Local Plan, Housing Strategy and Specialist and Supported Housing Strategy.
• Plan, commission and deliver affordable‑housing programmes such as HRA‑funded, Section 106 and partnership‑led schemes.
• Oversee the planning, commissioning and delivery of specialist and supported housing in line with corporate priorities.
• Secure external funding from sources including Homes England, NECA and central government and ensure compliance with funding conditions.

Required profile

• Significant senior‑level experience in housing development, regeneration or related public‑sector programmes.
• Proven ability to lead cross‑functional teams and manage complex projects.
• Strong stakeholder engagement skills with partners, funders and community groups.
• Experience in developing and delivering strategic plans and securing external funding.
