Developer Contributions Principal Planner – Interim (Hybrid)

About the role

This interim position supports a leading East London local authority in managing developer contributions, including Section 106 agreements and Community Infrastructure Levy (CIL) matters. The role is hybrid, combining office work in East London with remote flexibility.

Key responsibilities

• Manage and negotiate Section 106 planning obligations and CIL-related matters.
• Assess viability submissions and advise on planning applications.
• Re‑negotiate deeds of planning obligation, focusing on affordable housing delivery.
• Build and maintain relationships with developers, infrastructure providers, council services and other stakeholders.
• Facilitate allocation and expenditure of developer contribution funds.
• Interpret complex legal agreements, deeds and technical submissions.
• Enhance and develop the use of Exacom for monitoring and reporting.
• Prepare high‑quality reports with evidence‑based recommendations.
• Deputise for senior managers as required.

Required profile

• Strong understanding of planning obligations, developer contributions and viability matters.
• Proven experience negotiating and re‑negotiating Section 106 agreements.
• Excellent stakeholder management and communication skills.
• Experience interpreting complex legal and planning documentation.
• Strong analytical and report‑writing abilities.
• RTPI or RICS membership, or a relevant degree, or equivalent professional experience.
