Electronic Monitoring Digital Deputy Director

About the role

The Electronic Monitoring (EM) Deputy Director is a senior digital leadership position responsible for end‑to‑end accountability of EM digital services in a high‑risk, safety‑critical environment. Reporting to the HMPPS Chief Digital Officer, the role shapes strategy, ensures service continuity and supports public protection and compliance enforcement.

Key responsibilities

• Provide digital leadership for a mission‑critical live service, ensuring availability, reliability, security and performance.
• Set the future direction of digital EM services, including product and platform development, investment prioritisation and supplier strategy.
• Manage a budget of approximately £12 million per annum and oversee commercial arrangements in line with Treasury and Cabinet Office regulations.
• Direct and matrix‑manage around 60 staff members across policy, operations, commercial and technical domains.
• Maintain relationships with Ministers, C‑suite stakeholders and civil service partners to secure buy‑in for digital initiatives.
• Ensure compliance with digital, cyber, privacy and data‑ethics standards and provide evidence for audits and governance boards.

Required profile

• Experienced senior leader who has successfully delivered major, complex digital programmes.
• Extensive experience of budget and commercial management.
• Proven stakeholder management at executive or ministerial level.
• Deep understanding of digital technologies, cloud adoption and modern delivery practices.
• Accredited in managing successful programmes (e.g., Managing Successful Programmes) or equivalent.
