Strategic Procurement Manager

About the role

The Strategic Procurement Manager will lead delivery of strategic procurement projects within the Orbis partnership, ensuring timely, compliant, and high‑value outcomes. Working across health and social care, assets and infrastructure, and corporate spend, the role collaborates with category, commercial, contract and supply teams to drive value, innovation and social impact.

Key responsibilities

• Lead small project teams to deliver strategic procurement contracts across multiple partner authorities.
• Ensure projects meet procurement standing orders, relevant regulations and legislation.
• Monitor and record project delivery, benefits realisation and spend against budgets.
• Contribute operational knowledge to the development of strategic procurement plans for major spend areas.
• Advise stakeholders on route‑to‑market options to maximise value for money and commercial outcomes.
• Deliver social value in line with policy and support innovative procurement approaches.
• Work flexibly across partner council offices, travelling as required.

Required profile

• Proven experience managing complex procurement projects in the public sector.
• Strong understanding of procurement regulations, standing orders and legislative compliance.
• Ability to influence and collaborate with cross‑functional and matrix teams.
• Experience in delivering social value and value‑for‑money outcomes.
• Excellent analytical and reporting skills, with experience monitoring spend and benefits.
