About the role

The Strategy Lead will shape the transformation of fares, ticketing and retail for Britain’s rail network, ensuring the system becomes simpler, fairer and more accessible for millions of passengers. You will operate at the heart of a high‑profile, multi‑million‑pound reform programme, coordinating across government, industry and delivery partners.

Key responsibilities

• Define and drive the strategic direction for rail fare, ticketing and retail reforms.
• Collaborate with project teams, delivery partners, government bodies and industry stakeholders to build consensus.
• Translate complex challenges into clear strategic frameworks and actionable narratives.
• Develop robust business cases aligned with Green Book and Teal Book standards.
• Facilitate discussions that align differing views, clarify decisions and maintain project momentum.

Required profile

• Proven experience leading strategy development in complex, multi‑stakeholder environments.
• Strong understanding of business case development and public‑sector financial frameworks.
• Ability to build productive relationships across internal and external stakeholders.
• Excellent communication and interpersonal skills with senior‑level influence.
• Political acumen to navigate government and industry dynamics.
