About the role
We are seeking an experienced interim leader to take charge of the Revenues and Benefits service for a dynamic unitary authority. This short‑term position will provide strategic direction, ensure compliance and drive financial performance across Council Tax, Business Rates, Housing Benefits and related support schemes.
Key responsibilities
- Lead and mentor a large multi‑disciplinary team, fostering high performance and compliance.
- Own the Collection Fund, overseeing billing, collection and recovery for Council Tax and Business Rates.
- Manage the administration of Housing Benefits, Local Council Tax Support and discretionary hardship schemes.
- Maximise government subsidies, manage financial risk and liaise with DWP and auditors.
- Champion digital transformation, streamline legacy processes and modernise service delivery.
Required profile
- Significant senior management experience within a Local Authority Revenues and Benefits function.
- Deep knowledge of relevant legislation, subsidy regulations and billing/collection procedures.
- Proven record of improving collection rates and securing government funding.
- Strong leadership, communication and stakeholder management abilities.
- Professional qualifications such as IRRV or CIPFA are highly desirable.

- Competitive daily rate of £550‑£650 (Inside IR35).
- Hybrid working arrangement.
- Fixed‑term contract of 3‑6 months with potential extension.
