Buyer – Public Sector Procurement

About the role

We are seeking a Buyer to join a growing procurement team within a respected public sector organisation operating in the housing and construction sector. The role will support housing clients by delivering procurement frameworks and managing supplier relationships.

Key responsibilities

• Manage end‑to‑end procurement projects from strategy development through to contract award.
• Run regulated procurement exercises, including RFPs, tenders, evaluations, negotiations and supplier selection.
• Ensure compliance with the Procurement Act 2023 and Public Contracts Regulations 2015.
• Provide expert procurement advice to stakeholders throughout the procurement lifecycle.
• Build and maintain strong relationships with internal teams, clients and suppliers, acting as a trusted procurement partner.

Required profile

• Proven experience managing end‑to‑end procurement projects in a public sector or regulated environment.
• Strong knowledge of the Procurement Act 2023 (PA23) and Public Contracts Regulations 2015 (PCR2015).
• Excellent stakeholder management, communication and influencing abilities.
• Ability to handle multiple projects in a fast‑paced environment while maintaining high accuracy and compliance.
