Private Rented Sector Offers Officer

About the role

4Recruitment Services are seeking an experienced and motivated Private Rented Sector Offers (PRSO) Officer to join its Accommodation Services team. This role offers a housing professional the chance to help vulnerable households access suitable, affordable accommodation while applying strong knowledge of homelessness legislation.

Key responsibilities

• Assess households owed the full housing duty and determine suitable accommodation based on individual circumstances and needs.
• Review applicant information and conduct comprehensive income and expenditure assessments.
• Make Private Rented Sector Offers in line with the Housing Act 1996 Part 7, Localism Act 2011 and relevant homelessness legislation.
• Prepare and issue statutory decision letters and notifications, and liaise with solicitors, advocates, landlords and other professionals.
• Manage complex cases, including those subject to judicial review or Ombudsman enquiries, and provide case summaries to Legal Services.
• Undertake property and location visits, maintain accurate case records and manage an allocated caseload effectively.

Required profile

• A degree or equivalent qualification with high standards of literacy and numeracy.
• Comprehensive knowledge of the Housing Act 1996 Parts 6 and 7, the Localism Act 2011 and related homelessness legislation.
• Good working knowledge of housing benefit rules, private rented sector issues and overall benefit cap impacts.
• Experience delivering customer‑focused services and providing advice to vulnerable customers in a busy frontline environment.
• Strong negotiation and influencing abilities to achieve positive outcomes.
