Head of PMO – Senior Leadership Role in Local Government

About the role

This contract position offers a senior leadership opportunity to steer the transformation agenda of a large upper‑tier local authority. As Head of the Project Management Office (PMO), you will become the central source of truth for programme performance, governance and delivery confidence across a complex portfolio of high‑profile initiatives.

Key responsibilities

• Provide strategic oversight and governance for the entire programme portfolio, including the high‑risk Local Government Reorganisation programme.
• Challenge Programme Directors and senior leaders on direction, decisions and delivery discipline, ensuring alignment with political and organisational priorities.
• Produce and present portfolio reporting that influences decisive action and informs senior leadership.
• Lead the evolution of the organisation’s project‑portfolio‑management capability, designing frameworks, dashboards and assurance models.
• Manage and develop a talented PMO team, working closely with Members, Senior Responsible Owners and corporate leadership.

Required profile

• Extensive senior‑level portfolio leadership experience within local government or a comparable public‑sector environment.
• Strong political awareness and the ability to influence at the highest levels.
• Proven expertise in governance, assurance, risk management and financial planning.
• Ability to simplify complex data into clear, compelling narratives that drive action.
