Payroll and Systems Manager

About the role

The Payroll and Systems Manager will lead the end‑to‑end payroll function for a national public‑sector organisation, ensuring accurate processing and seamless integration of the Zellis payroll platform. Reporting to the Head of HR, the role is based in London (or Edinburgh) and works on a hybrid schedule.

Key responsibilities

• Process and review full payroll cycles, guaranteeing compliance with PAYE legislation and internal policies.
• Investigate and resolve pension‑related queries and maintain liaison with pension and benefits providers.
• Administer employee benefit schemes such as cycle‑to‑work, discount vouchers and season‑ticket loans.
• Support financial modelling, forecasting and the annual pay‑remit submission.
• Produce HR‑system reports on headcount, holidays, absence and gender pay gap as the subject‑matter expert.
• Provide line‑management for one HR Officer.

Required profile

• Proven experience of end‑to‑end payroll delivery within a public‑sector or civil‑service environment.
• Strong knowledge of PAYE regulations and benefit administration.
• Ability to manage stakeholder relationships and guide junior staff.
