Senior Procurement Officer – Edinburgh

About the role

We are seeking a Senior Procurement Officer to join a public sector organisation in Edinburgh. The role will lead procurement activities from planning through to contract award, ensuring value for money and compliance with legislation. You will work in a hybrid model, collaborating with internal stakeholders and external suppliers.

Key responsibilities

• Lead and support procurement activities from planning and sourcing to contract award and supplier management.
• Provide professional procurement guidance, developing requirements, specifications, performance measures and sustainable approaches.
• Identify and utilise appropriate procurement routes and frameworks to achieve organisational objectives.
• Manage tender processes, including documentation preparation, evaluation coordination and contract negotiations.
• Build effective relationships with internal stakeholders and external suppliers to deliver high‑quality goods, services and works.
• Conduct market research and supplier assessments to encourage competition and improve outcomes.
• Ensure procurement activities comply with relevant legislation, policies and governance, managing associated risks.
• Maintain accurate records, produce reports and support audit and assurance activities.
• Contribute to continuous improvement initiatives and share procurement best practice.

Required profile

• Public sector procurement experience.
• Strong understanding of framework agreements.
• Varied category background beneficial but not essential.
